Role purpose
The Site Manager will act as the Principal Contractor’s lead site representative responsible for the safe, compliant and efficient day-to-day delivery of the project.
The role will oversee all site-based activities associated with:
- HIU replacement works
- Heat network optimisation
- Distribution pipework modifications
- Plantroom upgrades
- Resident coordination and access management
- Site logistics and programme delivery
The Site Manager will ensure works are delivered safely, to programme, within quality requirements and in accordance with all statutory, contractual and client obligations.

Key responsibilities
Fulfil all duties associated with the Principal Contractor role under CDM Regulations, ensuring compliance with:
- CDM 2015
- Health & Safety at Work Act
- Site-specific RAMS
- Permit systems
- Client and statutory requirements
- Manage site inductions and workforce competency records
- Ensure welfare, public protection and site compliance measures are maintained
- Coordinate all subcontractor activities and interfaces
- Maintain safe segregation between residents and construction activities
- Lead site safety inspections and audits
- Ensure all accidents, incidents and near misses are reported and investigated
Health & Safety management
- Implement and enforce site Health & Safety procedures
- Review and brief RAMS to site teams
- Carry out daily site inspections and weekly safety reviews
- Ensure compliance with all permit to work systems
- Monitor housekeeping and safe access/egress arrangements
- Coordinate emergency procedures and first aid provision
Work planning & co-ordination
- Develop and manage short-term work plans in line with the master programme
- Coordinate labour, materials and plant resources
- Ensure daily installation targets are achieved
- Sequence works to minimise disruption to residents
- Co-ordinate shutdowns, isolations and commissioning activities
- Monitor productivity and installation rates
- Identify and mitigate programme risks and access constraints
- Ensure material deliveries align with programme requirements
Communication with project manager
- Provide regular progress updates to the Project Manager
- Escalate programme risks, resource issues, resident concerns and technical issues
- Attend internal and client progress meetings as appropriate
- Support programme reporting and recovery planning
- Assist with planning and sequencing strategy
Communication with site supervisor
- Coordinate and direct site supervisor
- Allocate daily tasks and priorities
- Monitor workmanship and installation quality
- Ensure supervisor maintains compliance with safety requirements, resident protocols and quality standards
- Maintain effective communication across all work areas
Resident liaison & access co-ordination
- Work closely with Resident Liaison network (client facing and internal teams)
- Co-ordinate resident access, appointment scheduling and notices and communications
- Ensure works are undertaken with minimal disruption
- Respond professionally to resident concerns and complaints
- Monitor access success rates and revisit requirements
Logistics & site operations
- Manage site logistics including deliveries, storage, waste management, traffic management and welfare
- Ensure plant and materials are available to support programme delivery
- Coordinate lifting operations and equipment movements where required
- Maintain secure and organised working areas
Quality assurance
- Monitor workmanship standards and installation quality
- Ensure works are delivered in accordance with specifications, drawings and industry standards
- Coordinate inspections and snagging activities
- Manage quality sign-off procedures
- Support commissioning and handover activities
Reporting & documentation
- Produce and maintain daily site records, progress reports, safety inspection records, permit records and quality/snagging reports
- Provide weekly programme updates
- Record and report delays, risks and variations
- Support compilation of client progress reports

Essential
- Experience acting within Principal Contractor responsibilities
- Strong programme and logistics coordination skills
- Excellent communication and leadership abilities
- Experience managing subcontractors and direct labour
Desirable
- Proven experience managing M&E or heat network projects within occupied residential environments
- Strong understanding of district heating / HIU installations
